INTRODUCTION 


The purpose of this report is to provide a series 
of maps for users of census statistics, similar to 
those published in Bulletin No. 1-A of the 1951 
Census, as a guide to the relative locations of coun- 
ties and census divisions in each province, as well 
as of townships, municipalities, parishes, and other 
organized municipal subdivisions. Finally, a series 
of maps is included to show the component munici- 
palities of Census Metropolitan Areas and Other 
Major Urban Areas. Outline maps of census tracts 
may be found in the individual reports to be published 
for the cities which have been divided into these 
statistical units. 


Due to the small scale of these maps, it is not 
possible to show the incorporated cities, towns and 
villages. Their geographical locations, as to county 
and municipal subdivision, are indicated by an alpha- 
betical arrangement in Table 7 of Report No. 1-6. Fur- 
ther,the reference maps are restricted to bare outline, 
and show only the broad geographical relationships 
of the areas involved. For maps on a larger scale 
providing detailed topographical features, other map 
sources should be consulted. 


For the Provinces of Prince Edward Island, Sas- 
katchewan and Alberta, the census subdivisions are 
numbered on the maps according to their official 
designations, (e.g., for Prince Edward Island, the 
numbers on the map indicate Township 1, Township 
2, and so on). For the remaining provinces, the muni- 
cipalities, townships, or parishes, etc., in most cases 
are numbered on the maps in the same sequence as 
that in which they appear in the statistical tables. 
(See Table 6 in Reports No. 1-2 to 1-5 inclusive, and 
legends on reverse sides of maps.) 


On the following pages, a brief description is 
presented of the statistical uses of counties and 
census divisions, and the type of organization of 
municipal subdivisions in the various provinces. The 
statement below provides a list of the reference maps 
appearing in this report. 


INTRODUCTION 


Le présent rapport a pour but de fournir aux usagers de 
la statistique du recensement une série de cartes sembla- 
bles à celles qui ont été publiées dans le Bulletin n° 1-A 
du recensement de 1951, qui les aideront à localiser corré- 
lativement les comtés et les divisions de recensement de 
chaque province, de même que les townships ou cantons, 
municipalités, paroisses et autres subdivisions municipales 
organisées. Enfin, une autre série de cartes indique les 
municipalités constituantes des zones métropolitaines de 
recensement et des autres grandes agglomérations urbaines. 
La délinéation des secteurs de recensement paraîtra dans 
les rapports particuliers des cités qui comportent de telles 
unités statistiques de division. 


A cause de l'échelle réduite de ces cartes, il n’est 
guère possible d'indiquer les cités, villes et villages cons- 
titués. Leur situation géographique dans le comté et la sub- 
division municipale figure en ordre alphabétique au tableau 
7 du rapport no 1-6. D'ailleurs, les cartes de référence se 
restreignent aux grandes lignes et n’indiquent qu’en général 
les rapports géographiques qui existent entre les régions 
observées. Si l’on désire des cartes qui fournissent sur une 
plus haute échelle des caractères topographiques détaillés, 
on recourra à d’autres sources. 


En ce qui concerne l'Île-du-Prince-Édouard, la Saskat- 
chewan et l'Alberta, les cartes numérotent les subdivisions 
de recensement d’aprés leur désignation officielle (par 
exemple, les numéros sur la carte de l'Île-du-Prince-Édouard 
représentent le township 1,le township 2, et ainsi de suite). 
Quant aux autres provinces, la numérotation des municipa- 
lités, townships ou cantons, paroisses, etc., suit l’ordre 
naturel de leur inscription aux tableaux statistiques. (Voir 
le tableau 6 dans les rapports n° 1-2 à 1-5 inclus, et les 
légendes au verso des cartes.) 


Les pages qui suivent présentent une brève description 
des emplois statistiques des comtés et divisions de recen- 
sement, et de la forme d'organisation des subdivisions 
municipales dans les diverses provinces. L'exposé ci- 
dessous présente une liste des cartes de référence qui 
figurent au présent rapport.

Reference Maps 
Counties and census divisions 


In order to present statistical data for compara- 
_ble areas within provinces, use is made of counties 
and census divisions to compile many of the results 
of the census. In Prince Edward Island, Nova 
Scotia, New Brunswick, Quebec and Ontario, coun- 
ties are used for this purpose. In the remaining prov- 
inces, there are no counties corresponding in 
function to those in the foregoing provinces. Thus, 
Newfoundland, Manitoba, Saskatchewan, Alberta and 
British Columbia have been divided into ‘‘census 
divisions’’, with a view to the possibility that as 
population increased they could be subdivided with- 
out destroying the means of comparing the variations 
in population, agriculture, etc., disclosed by suc- 
ceeding censuses. 


Census divisions were established for Manitoba, 
Saskatchewan, and Alberta at the time of the 1921 
Census; for British Columbia, before the 1931 Cen- 
sus; and for Newfoundland, before the 1951 Census. 
For the majority of provinces, there have been no 
significant changes in the counties or census divi- 
sions since they were first created. In Alberta, how- 
ever, the census divisions were completely revised 
before the 1956 Census, to provide more meaningful 
statistical areas which would take into account the 
marked changes in the economy of the Province. 


In the Province of Quebec, a number of ‘‘munici- 
pal’’ counties have been created in fairly recent 


years which subdivide some of the original or : 


‘“‘census’’ counties. A number of minor changes in 
these boundaries have not been followed, for the 
reason that it would be impossible to make com- 
parisons with earlier censuses. Such departures as 
have been necessary are shown in the list of munic- 
ipalities so affected,in Table 6 at the conclusion of 
the Quebec portion of the table. (See Report No. 
1-3, Page 6-28.) 


In the Province of Ontario, in addition to the 43 
‘ counties in thé southern parts of the Province, there 
are 11 territorial districts in northern Ontario which 
for census purposes are treated as counties. Where- 
as in Quebec certain counties have been subdivided 


- for municipal purposes, the reverse has occurred in 


- Ontario where a number of counties have been united 
for this reason, (e.g., the county of Durham & Nor- 
thumberland). 


Census subdivisions 


Certain population and agriculture data are given 
not only for counties and census divisions, but for 
municipal and ‘‘census’’ subdivisions of these areas 
‘as well. The main elements of the municipal organ- 
ization of each province as employed in census sta-

. Comtés et divisions de recensement 


Afin de présenter des données statistiques permettant 
la comparaison de diverses régions au sein des pro- 
vinces, les comtés et divisions de recensement servent 
de base pour la compilation des données du recensement. 
A cette fin, )’Ile-du-Prince-Edouard, la Nouvelle-Écosse, 
le Nouveau-Brunswick, le Québec «et l'Ontario sont 
divisés en comtés, et Terre-Neuve, le Manitoba, la 
Saskatchewan, l'Alberta et la Colombie-Britannique, en 
divisions de recensement. Ces divisions de recensement 
ont été établies de telle sorte que, advenant un accrois- 
sement de la population, elles puissent être subdivisées 
sans détruire le fondement des données comparatives 
du mouvement de la population, de l’agriculture, etc., 
révélées par des recensements subséquents. 


Les divisions de recensement ont été délimitées au 
Manitoba, en Saskatchewan et en Alberta lors du recense- 
ment de 1921; en Colombie-Britannique, avant celui de 
1931; et à Terre-Neuve, avant celui de 1951. Dans la 
plupart des provinces, les comtés et divisions de re- 
censement n'ont subi aucun changement de grande im- 
portance depuis leur établissement. En Alberta, cepen- 
dant, les divisions de recensement ont subi une refonte 


“complète avant le recensement de 1956, afin de créer des 


secteurs territoriaux plus significatifs en statistique et 
qui tiennent compte des changements marqués de l’éco- 
nomie de cette province. 


Dans la province de Québec, ces dernières années, 
certains comtés originaires ou ‘‘de recensement’’ ont 
été subdivisés en comtés ‘‘municipaux’’. On n'a pas 


. tenu compte de certains légers changements apportés 


aux limites de ces comtés, pour la bonne raison qu’il 
aurait été impossible d'établir des comparaisons avec 
les recensements antérieurs. Ces écarts, quand on les 
a jugés nécessaires, figurent à la liste des municipa- 
lités (tableau 6) à la fin de la partie du tableau relative 


au Québec. (Voir rapport n° 1-3, p. 6-28.) 


L'Ontario compte, en plus des 43 comtés de recense- 
ment du sud de la province, 11 districts) territoriaux qui, 
aux fins de recensement, font office de comtés dans. 
l’Ontario-Nord. Alors qué le Québec subdivisait certains 
comtés à des fins municipales, le contraire s’est pro- 
duit dans l'Ontario, qui a:réuni un certain nombre de 
comtés pour la même raison (par exemple: les comtés de 
Durham et de Northumberland). ‘ 


Subdivisions de recensement 


Certaines données relatives à la population et à 
l’agriculture s'appliquent non seulement aux comtés et 
divisions de recensement, mais aussi aux subdivisions 
municipales et ‘‘de recensement’’ de ces régions. Les 
Paragraphes suivants esquissent les principaux élé-

should be noted that Indian Reserves are treated as 
separate subdivisions, and as in the case of cities, 
towns and villages, they are not included with the 
municipalities in which they may be geographically 
located. 


Newfoundland.-— Because of the relatively large ex- 
tent of municipally unorganized areas in Newfound- 
land at the time of the 1951 Census, ‘‘census’’ sub- 
divisions were established. These subdivisions are 
identified alphabetically on the reference map for 
Newfoundland. The following subdivisions were 
municipally organized by the date of the 1956 Cen- 
sus: 2 cities, 31 towns, 20 local government com- 
munities, 4 rural districts and 3 local improvement 
districts. 


Prince Edward Island.—The subdivisions on June 
1, 1956 included one city, 7 towns, 14 incorporated 
villages, 67 townships and 2 royalties. The town- 
ships and royalties are shown on the reference map, 
and are numbered according to their official desig- 
nations. 


Nova Scotia.—Previous to the 1951 Census, the 
subdivisions used for census purposes were mainly 
polling subdivisions. Because of the lack of com- 
parability from one census to another, and the rela- 
tively large size of the county and district munici- 
palities, ‘‘census’’ subdivisions were established 
for the 1951 Census. In addition, the following sub- 
divisions were municipally organized by the date of 
the 1956 Census: 2 cities, 40 towns, and 24 county 
and district municipalities. 


New Brunswick.—The subdivisions used for census 
purposes consist of parishes. Apart from the 152 


parishes on June 1, 1956, the subdivisions included. 


5 cities, 20 towns and 2 incorporated villages. 


Quebec.—The Subdivisions used for census purposes 
consist of municipalities which have been organized 
either from townships or from parishes, munici- 
palities without designation, and also a few individ- 
ual parishes which have not been organized as sep- 
arate municipalities. In addition to these 1,129 mu- 
nicipalities and parishes, the subdivisions on June 
1, 1956 included 40 cities, 146 towns and 341 in- 
corporated villages. 


. Ontario.—For the Province of Ontario, the sub- 
divisions are mainly organized townships. In a few 
of the northern districts, a number of improvement 
districts have been established in recent years. In 
addition to the 573 organized townships and 21 im- 
provement districts, the subdivisions include one 
metropolitan municipality (Toronto), 29 cities, 155 
towns, and 156 incorporated villages. 


Manitoba.-The subdivisions consist of 113 rural 
and suburban municipalities, and 13 local government 
districts. The subdivisions of Manitoba also include 
5 cities, 34 towns and 38 incorporated villages.

nouvelles subdivisions suivantes jouissaient de 1’or- 
ganisation municipale: 2 cités, 40 villes et 24 munici- 
palités de comté et de district. 


: Nouveau-Brunswick.— Aux fins de recensement, les sub- 


divisions comprenaient les paroisses. Outre les 152 
paroisses existant le 1°' juin 1956, les subdivisions 
comptaient 5 cités, 20 villes et 2 villages constitués. 


Québec.—En guise de subdivisions pour le recensement,

ties. They represent a complete revision of the mu- 
nicipal units which were in effect at the 1951 and 
1941 Censuses. A special table to show the popula- 
tion of Alberta according to present municipal units, 
showing the old units or parts thereof which com- 
prise the new municipal districts, is shown in Ap- 
pendix C. In addition to these subdivisions, there 
are in Alberta 8 cities, 80 towns and 145 incorporat- 
ed villages. 


British Columbia.—The census divisions and sub- 
divisions of British Columbia were established in 
1929. The subdivisions of Divisions 4 and 5 were 
revised between the 1951 and 1956 Censuses. In 
addition to the ‘‘census’’ subdivisions, the munici- 
pally organized localities include 36 cities, 50 in- 
corporated villages, and 30 district municipalities. 


Metropolitan and other major urban areas 


A number of tables in the 1956 reports show 
population classifications for Census Metropolitan 
Areas. In addition, population totals are given for 
localities classed as ‘‘Other Major Urban Areas’’ in 
Table 9. (See Report No. 1-6.) As a guide to the 
locations of the communities which comprise these 
types of urbanized areas, a set of reference maps 
follows the provincial series in this Appendix. Maps 
are not included for the Cities of Regina and Saska- 
toon, which, although sufficiently large to be class- 
ed as Census Metropolitan Areas, do not have sub- 
stantial built-up urbanized fringe areas. 


It should be noted that these maps are not drawn 
to a uniform scale, and the precise boundaries in 
cases where only parts of municipalities are in- 
cluded, cannot always be discerned. Wherever pos- 
sible, however, the boundaries are described on the 
maps in instances where they do not follow the of- 
ficial limits of a given municipality.

Saskatchewan.—Les subdivisions se composent de 297

locale. Elles comprennent aussi 8 cités, 98 villes et 
377 villages constitués. 


Alberta.—Le 1er juin 1956, les subdivisions se compo- 
saient de 41 districts municipaux, de 48 districts d’amé- 
lioration, de 2 secteurs spéciaux et de 7 comtés. Elles 
constituent une refonte compléte des divisions munici- 
pales qui existaient lors des recensements de 1951 et de 
1941. L’appendice C donne un tableau spécial préparé de 
façon à indiquer la population de l'Alberta d’après les 
divisions municipales actuelles, indiquant les anciennes’ 
divisions ou’ leurs parties qui forment les nouveaux dis- 
tricts municipaux. En plus de ces subdivisions, l’Al- 


: berta compte 8 cités, 80 villes et 145 villages cons- 


titués. 


Colombie-Britannique.—Les divisions et subdivisions 
de recensement de la Colombie-Britannique sont établies 
depuis 1929. Les subdivisions des divisions 4 et 5 ont 
été modifiées entre les recensements de 1951 et 1956. 
Outre les subdivisions ‘‘de recensement’’, les localités 
jouissant d’une organisation municipale comprennent 36 
cités, 50 villages constitués et 30 municipalités de dis- 
trict. 


Zones métropolitaines et autres régions urbaines impor 
tantes, 


Un certain nombre de tableaux des bulletins de 1956 
montrent la répartition de la population par zone métro- 
politaine de recensement. Le tableau 9 donne la popula- 
tion des localités classées comme ‘‘autres grandes ag- 
glomérations urbaines’’. (Voir rapport n° 1-6.) Une série 
de cartes de référence indiquant l’emplacement des ag- 
glomérations qui constituent ces genres de régions ur- 
banisées, fait suite à la série des cartes provinciales 


‘du présent appendice. Il n’y a pas.de cartes des villes de 


Régina et de Saskatoon, qui, bien que suffisamment im- 
portantes pour compter parmi les zones métropolitaines 
de recensement, ne possèdent pas de grandes aggloméra- 
tions urbaines de banlieue. 


Il est à remarquer que ces cartes ne sont pas tracées 
suivant une échelle uniforme et qu’il n’est pas toujours 
possible de discerner les limites précises lorsque des 
parties de municipalités seulement sont comprises. 
Autant que possible, cependant, les cartes décrivent les 
limites quand elles ne s’en tiennent pas aux limites of- 
ficielles d’une municipalité donnée.

A series of ten provincial reports, and a summary report 
for Canada, are being issued on the results of the 1956 
Census of Agriculture. Each report contains information on 
the number and area of occupied farms, tenure, area of 
crops, number of livestock, output of dairy products, and

tion by size, tenure, and by an economic classification of

REPORTS OF THE 1956 CENSUS OF CANADA 


Results of the 1956 Census on Population and Agricul- 
ture are being issued as a series of reports, rather than 
as bound volumes. The reports are prepared so that by 
removal of the covers the tables can, if desired, be placed 
in loose-leaf binders or bound in volume form. In the latier 
case, Reports No. 1-1 to 1-21 would form the first volume, 
and Reports No. 2-1 to 2-11, the second. Introductory
